Center for Strategic Cyber Resilience Research and Development

Develop human resources, improve operation efficiency, and guarantee the secure research environment of the cyber space in the universities.

About the center

Overview

The National Institute of Informatics had launched the project "NII-SOCS" (NII Security Operation Collaboration Services) in FY2016. This project is carried out together with the Center for Strategic Cyber Resilience Research and Development (*)and the administrative staff of the Academic Infrastructure Division.
* Reorganized from the Center for Cybersecurity Research and Development in FY2022.

The center had developed a network security system to observe and detect cyberattacks in SINET. According to the level of risk and urgency, corresponding analyzed information is provided to universities. In addition, security training is provided to the technical staff who are in charge of network security at universities, in order to improve their capabilities to deal with cyberattacks via networks, and to build a system with high cyberattack resistance that enables them to respond to incidents promptly.

Mission

In response to various cyber security strategies and plans, we will further strengthen the research and development work that we have been implementing for a long time, to provide information and data analysis techniques related to cyberattacks for national university corporations, enabling them not only to detect attacks but also to predict attacks and take strategic and efficient protective actions ahead of time. By carrying out research and development continuously, this project aims to establish a system to increase resilience against attacks (resilience: not being affected by attacks in the first place and fending them off if possible), and to utilize the results to improve cyber resilience measures at each university.

The National Institute of Informatics has been implementing the project "Building the Infrastructure for Information Security System based on Inter-University Collaboration" since FY2016.

Through this project, a complete system for observing and detecting cyberattacks on the network has been established. According to the level of risk and urgency, corresponding analyzed information is provided to universities. In addition, we are conducting training for the technical staff in charge of information security at national universities. By improving their capabilities to deal with cyberattacks via networks, we support national universities to build a system with high cyberattack resistance that enables them to respond to incidents promptly. The operation of this project is carried out by the Center for Strategic Cyber Resilience Research and Development, together with the administrative staff of the Academic Infrastructure Division.
