Outline

Recently research assessment by traditional benchmarks and methods is getting very difficult due to the changes in research environments, especially the dramatic developments of information technology and communications, and the increases of interdisciplinary researches. The correct evaluation could lead to the developments of effective research strategies, the optimization and the full effects of resource/funding distributions, the encouragements of collaborative researches, and the enhancements of global competitiveness. This time we are bringing up "Research Assessment" and discussing what it has become today and suitable methods. We welcome many people to participate in this opportunity. (On the day, interpretation service is available.)

Dr. Michiel Kolman (Senior Vice President, Elsevier)

Michiel Kolman is Senior Vice President at Elsevier and heads up a global team dedicated to academic relations who are engaging in a dialogue with key stakeholders in the academic community: academies of science, research councils and university leaders.
He also reaches out to the media with articles on innovation, in particular research performance metrics.
He joined Elsevier in 1995 and has been in various core publishing positions, including Publishing Director, during which he launched one of the first on-line journals in the industry: New Astronomy. Michiel was Managing Director of the Elsevier office in Frankfurt, Germany, during which the much coveted Beilstein Database was acquired by Elsevier. He holds an undergraduate degree from Leiden University in the Netherlands and a PhD in astrophysics from Columbia University in New York where he studied with a Fulbright scholarship.
He has been elected to the Executive Committee of the International Publishers Association (IPA). He has attended STS Forum for three years and in 2011 was also a speaker.

Ms. Yoko Hirose (Solution Management, Scientific & Scholarly Research Division, Thomson Reuters)

Yoko Hirose is a Senior Manager for Thomson Reuters where she is in charge of strategic marketing and sales planning in academic market in Japan. She graduated from Keio University and completed master's degree in Library and Information Science at the University of Pittsburgh, USA. She joined in Thomson Reuters in 2005.

Abstract
Innovative approach to measuring research performance - Supporting decision makers improve Discovery, Collaboration, and Evaluation

We will present an overview of research performance evaluation, mostly based on bibliometrics. We will compare research output of the Top 20 countries and study quantity, quality and up-to-datedness. We will zoom in on Japan as a research nation and present in which areas Japan is outperforming other research nations. Furthermore we will investigate collaboration and illustrate this with examples from Japan. Moreover, we will share the outcome and impact of the Business, Innovation and Skills report on the performance of the UK as a research nation; specifically, researcher mobility (also known as 'brain circulation') will be further explored.

People who are responsible for research assessment need to understand clearly there's no "magic wand" in research evaluation. The important point is to understand the data source structure correctly and to benchmark research performance under the same condition as much as possible. The lecture showcases Thomson Reuters' InCitesTM, the customized, web-based research analytical tool that allows you to analyze institutional productivity and benchmark your output against peers worldwide.
