The 6th SPARC Japan Seminar 2012
"How Open Access Can Change Libraries & Librarians - Course on Open Access for Libraries & Librarians"

The event was held on December 4, 2012. Around 120 people participated.

Outline

Due to promotions, developments, and widespread recognition of Open Access (OA), the operations and the roles of libraries/librarians should be changed today. Looking back on the activities and considering the future of OA, we would like to look for the options and appropriate responses. From various aspects, we will consider the conceivable changes and influences on their operations such as journal contracts, institutional repositories, reference services, ILL and so on. This seminar will include the basic information of OA, so it is easy to understand for everyone. We welcome contributions from all the participants. Interpreter services will be provided.

Martin Richardson (former Managing Director, OUP)

Martin Richardson is an experienced publishing professional with over 35 years experience. Before setting up Martin Richardson Consulting in 2010, he was Managing Director of the Journals and Academic Books Divisions of Oxford University Press.
Martin has served on the boards of a number of trade organizations includingthe Association of Learned and Professional Society Publishers (ALPSP) and has chaired the UK Publishers Licensing Society. He has presented and published papers on the development of scholarly publishing, particularly in the area of Open Access.

Masahiko Sekikawa (Deputy Director, University of Tsukuba Library)

Mr. Sekikawa started his career at Medical library, the University of Tokyo in 1979, and then worked for General Library and Faculty of Letters Library in the University. After that, he worked as manager, Joetsu University of Education Library (2002), Information Processing and Management Group, the University of Tokyo Library (2005), Information Processing and Management Group, University of Tsukuba Library (2008), and now Deputy Director, University of Tsukuba Library (2010-). In addition, he has been involved in the consortium activities of JANUL (Japan Association of National University Libraries) since 2005 and taking on the position of chairman of Steering Committee of JUSTICE in 2011.

Midori Ichiko (Administrative Director, Hiyoshi Media Center, Keio University)

Midori Ichiko has been working as the administrative director of Hiyoshi Media Center since Nov. 2012, Keio University. She has worked as the administrative director of Kitasato Memorial Medical Library and Science and Technology Library, Keio University. She is also a member of Steering Committee of JUSTICE.

Fumiyo Moriya (JUSTICE, National Institute of Informatics)

Fumiyo Moriya is a secretariat of JUSTICE. She has been working as a library staff since 1997 in the University of Tokyo.
From 2005 to 2010, she was specialized in serials aquisition management and joined the Japan Association of National University Libraries (JANUL) Consortium.

Masako Suzuki (Head of Library and Information Affairs Division, Asahikawa Medical University)

She has worked for Hokkaido University Library and then for Otaru University of Commerce Library as Repository Manager and conducted the "IRcuresILL" project. She is now at Asahikawa Medical University Library as Library Manager and also involves in the Digital Repository Federation.

Wataru Ono (Hitotsubashi University Library)

Mr. Ono has been working at Hitotsubashi University Library since 1992. From 2005 to 2008, he dealt with Public Relations at NII. From July 2008 to 2011, he was involved in reference services at Hitotsubashi University Library, and since April 2012, he deals with subscription of periodicals and e-resources.

Abstract
The Future of Open Access
(Martin Richardson)

Driven by the spiraling costs of journal subscriptions and the requirement to maximize the dissemination of research, Open Access is now well established as a viable model for the publication of research results. This talk will chart the progress of Open Access over the past decade and discuss what life may be like by 2020 if, as seems increasingly likely, OA has replaced subscriptions as the model of choice for the publication of journals.

Current Status and Future Forecast: E-journals and Open Access in Japan

According to the dissemination of E-journals and improvement of the Internet access environment, I will report on what part libraries have played. In addition, I wish to consider how OA and the development of electronic information in academic field let them change, their organization, roles, social responsibility and so on.
