Doctoral theses distribution support package development project

(Purpose and description of task):
This project is to establish a necessary system to collect and distribute doctoral theses and share the tangible methods of realizing the mechanism to accept and distribute theses in the digital format with other universities by making good use of accumulated experience that the University of Tokyo has. The methods required for respective phases will be disclosed one by one in a template format from the start of preparation for and systemization of collection and distribution of doctoral theses to release of specific outcome. To be more precise, it is considered to create a package which consists of an all campus systemization method, a doctoral thesis registration system, public release materials, and specifications, and disclose the package.
(Execution plan for task):
To support the institutes which consider distributing doctoral theses, create a package which consists of the all campus systemization method taken by the University of Tokyo, open source doctoral thesis registration system, public release materials used for past systemization, creation of actual content (approx. 40 theses), and specifications of which effectiveness has been verified, etc. This support package will be included in an installation medium and registered in the Web server, and also broadly disclosed and provided in an opinion exchange meeting, etc.

Development of automatic document collection and registration workflow system
Lead institution : Kyushu Univ.
(Purpose and description of task):
The purpose of this project is to realize self-archiving process which imposes less burden on researchers (i.e. registrants); standardizing the workflow processes for those who in charge of repositories; automating the flow of a series of deposit work; and facilitating the registration of repositories, in cooperation with the partner university (Hitotsubashi University) and allied universities (University of Tsukuba and Mie University). In FY 2010, as the representative institution, Kyushu University will coordinate the whole project and develop a system to make inquiries to faculty and a system to post research results to the repositories.
(Execution plan for task):
In the first year of this outsourced task, the purpose and goal will be shared with the partner and allied universities on a primary task. So each university will recognize their own tasks in charge, having meetings to clarify the execution plan of the task. These universities will also exchange their opinions and information in terms of the development.
- Development of inquiring system and posting system
Negotiating and cooperating with vendors, institutions will be enabled to obtain information about research results made by the affiliated faculty from external data sources. A system to inquire faculty to post his/her study results on repositories will be developed based on the research result. However, processing function to make the whole workflow clear will be developed in FY2010 at first, due to the copyright policies required prior to inquiring. In addition, a posting system which accepts both posting requests and document files by faculty who inquired from the system will be also developed, in order to post their documents in a very simple way.

(Purpose and description of task):
To standardize the copyright processing necessary for development of a copyright processing status control system, which is one of the sub systems of the automatic document collection and registration workflow system. This standardization will reduce the burden of the researchers and personnel in charge of the institutional repositories and promote the self-archiving. As the methods of standardization, nation-wide questionnaire surveys and inquiries will be made to the institutions. Their results will be analyzed to standardize the copyright processing, and a draft of the development specifications for the copyright processing status control system will be created.
(Execution plan for task):
- Conduct a questionnaire survey on the method of the copyright processing for the institutes which have adopted the institutional repositories (approx. 130 institutes) throughout the nation.
- Based on the results of the survey, make inquiries to various types of the institutes which are different in the institute size and regional characteristics, and which use different institutional repository software.
- Standardize the copyright processing and create a draft of the development specifications for the copyright processing status control system by analyzing the results of the nation-wide questionnaire survey and inquiries and broadly reflecting the differences in the institutional repositories between the institutes.

Development of new XooNIps / Development and dissemination of Library module
Lead institution : Keio Univ.
(Purpose and description of task):
- Participation in development of new XooNIps
Participate in the design and development of new XooNIps by RIKEN, which is the developer of XooNIps.
- Development and disclosure of the XooNIps Library module and study of specifications to deal with new XooNIps
Make modifications based on the opinions of the institutes which utilize XooNIps and that institutional repositories can deal with a specification change of the linkage with JAIRO and other external systems, if any.
- Holding of workshops
Hold a workshop twice during the period of the outsourced task mainly to prompt the universities to establish institutional repositories.
(Execution plan for task):
- Participation in development of new XooNIps
Hold meetings with RIKEN together with allied institutes to verify the specifications, make requests for the development, and study the support by the XooNIps Library module. Moreover, ask the institutes which utilize XooNIps to provide information, disclose the information during the workshops, and make requests for the migration method.
- Development and disclosure of XooNIps Library module and study of the specifications to deal with new XooNIps
The actual modification items are not fixed at the moment because they need to be determined through adjustments with the institutes which utilize the XooNIps Library module and based on opinions to be obtained during the workshops. Meanwhile, the specifications of the Library module to deal with new XooNIps will be studied. As an actual modification work, major modifications will not be made, and modifications which can facilitate the migration to new XooNIps in cooperation with RIKEN will be made.
- Holding of workshops
It is planned to hold a workshop at Ehime University and another workshop at Kinki University. The lecturers for the workshops will be selected not only from RIKEN and Keio University, but also from the institutes which use XooNIps. With an aim to facilitate the establishment of institutional repositories, the workshops will be easy to understand for the institutes which have not established the repositories yet by taking advantage of the easiness of XooNIps from establishment through operation. The details of the workshops will be determined by the lecturers. It is planned to organize and disclose the manual and provide the information on the establishment and operation procedures through a demonstration.

Nationwide historic ruins repository project

(Purpose and description of task):
The purpose of this project is to facilitate conversion of the historic ruins study reports, which are the base materials in the archeology and history field in Japan, into the electronic form, broadly expand the mutual utilization system based on the repository system specifications, and organize the academic information distribution infrastructure in this field. In the second phase of this project (2010 to 2012), the target area will be expanded from 12 prefectures to nationwide to collect variable study reports from all over Japan, the functions of the registration system will be modified, the systems to be used will be diversified, and their functions will be improved in order to facilitate the use of their content.
(Execution plan for task):
- In FY2010, the target area will be expanded from the current 12 prefectures to nationwide and facilitate to sort out the content (approx. 300,000 pages). In addition, the cloud computing, with which the system and software resources can be shared through network, will be tried to effectively promote the project, as well as to reduce the load on the system administration in association with the nationwide expansion, and to reduce the cost for the future. Development and modification of self-archiving and the registration and search functions, which will be effective in further expansion to broader areas throughout the nation, will be made.
- Liaison and coordination meetings centered on the project participating institutes to expand and proliferate the historical material repository project, and symposiums to sort out issues and promote the sustainable operation system and further expansion of the target areas will be held during the project period. Holding of liaison and coordination meetings and symposiums and participation of the personnel in charge are the keys to promote the project in each area and essential to organize the content.

Permanent identifier verification experiment to introduce an identification function in the open access environment

(Purpose and description of task):
Based on the actual concrete data, conduct a verification experiment of the results obtained up to FY2009. To be specific, (1) input the scientific research expense number data in each item of the institutional repositories of Kanazawa University and conduct the retroactive harvest to JAIRO, (2) upload the achievement data of all researches at Kanazawa University to the researcher resolver of National Institute of Informatics and check the processing of large volume data, (3) create the link with the researcher resolver with JAIRO (the relevant personnel in NII), (4) hold a workshop including briefing to expand the trial operation to other universities based on the results of the aforementioned experiments, (5) conduct investigation and study of permanent identifiers both for Japan and overseas and discuss the selection of an optimum identifier while conducting an experiment using the scientific research expense number, and (6) after the experiment is finished, create a brief report, translate it into English, and share the information with the stake holders in Japan and overseas.
(Execution plan for task):
(1) Create data as the scientific research expense number input data and study the success or failure of harvesting, (2) upload all data of the professors of Kanazawa University to the researcher resolver and verify if upload of large volume of data goes successful or fails, (3) conduct meetings to study and create the organization table in Japan, which will be required to update the data, (4) register the scientific research expense number, modify the crosswalk, introduce the software to upload data to the researcher resolver, and organize the manual for participating universities, (5) participate in the identifier working group of COAR to study the present situation of the international permanent identifier (PI), and (6) translate the reports and project sites into English.

Standardization and upgrading of institutional repository output assessment
Lead institution : Chiba Univ.
(Purpose and description of task):
The purpose of this project is to establish a standard method for the statistical processing of access to the institutional repositories, based on the results from establishment and operation of ROAT (Repository Output Assessment Tool), through study of the relevancy of the conventional statistical processing and proposal of improvement measures, study of a record processing function which enables various analyses and promotion of global cooperation in standardization of the system update and counting method, and encouragement of the use of ROAT and technical support for the institutes which use ROAT.
(Execution plan for task):
- To promote global cooperation in the standardization of the counting method, study sharing of the robot list and centralization of the access statistical processing with Saarland University and other research groups, and study the standardization of the terminology with the research group of University Lille 3.
- Study a proposal of the method of improving the relevancy of the conventional statistical processing with the allied institutes of this project. Also, study the necessary items with the allied institutes of this project to develop a record processing function which enables various analyses.
- Study the documents necessary to conduct the aforementioned tasks.

Demonstration experiments of connecting electronic publishing and repositories in cloud computing environment
Lead institution : Nagoya Univ.
(Purpose and description of task):
To enable small- and mid-size academic communities to start electronic publishing and link it with the institutional repositories, conduct the following experiments using Japanese version of Open Journal Systems (OJS) in the commercial cloud computing environment.
1. Clarify the financial and human costs required for running an e-journal system through handring problems that might be found in actual reviewing, editing and doing other operations.
2. Enable the seamless operation from acquisition to disclosure of research results,through the linkage system, incorporating the deposit into the institutional repositories in the electronic publishing process.
(Execution plan for task):
- Organize the commercial cloud computing environment.
- Publish an e-journal issue of "Journal of college and university libraries" No. 90. on OJS system on a cloud computing environment.
- Give demonstrations and instructions on OJS to the editorial committee of the aforementioned journal.
- Hold workshops on the operation of OJS in the aforementioned environment.
- Develop a system to link OJS which runs in the aforementioned environment with the institutional repository system.

Establishment of mathematical portal
Lead institution : Hokkaido Univ.
(Purpose and description of task):
To develop the Japanese part (DML-JP) of Digital Mathematics Library (DML), which is distributed globally, by collecting the mathematics journals and university bulletins issued in Japan. While there are pros and cons of the value of the bulletins as the content of the institutional repositories, mathematical bulletins in some fields account for 5% to 10% of the total theses, and they are important content even on a global basis. Providing these journals and bulletins in a portal site will not only contribute to the mathematical studies, but also be important as one of the means to develop the institutional repositories.
(Execution plan for task):
- Supply of meta data by thesis in the format that can be mechanically registered using SWORD and creation of meta data using OAI-ORE
- Linkage with overseas DML
- Establishment of content through creation and scan of meta data
- Modification of identification which is omitted by the mechanical processing

Information sharing to vitalize institutional repository community

(Purpose and description of task):
To facilitate the vitalization of the institutional repository community in Japan through establishment of institutional repositories, sharing information on the open access trend, and global cooperation activities with an aim to support the operation of the institutional repositories at each institute.
(Execution plan for task):
1. Collect and sort out shared information content including translation of overseas documents, etc.
2. Facilitate global information sharing with related overseas organizations (COAR, etc.)
3. Take charge of liaison work to carry out the tasks, etc.

(Purpose and description of task):
To enhance the global visibility of IR, etc. in Japan.

Dispatch staff members to the international conferences given below to make presentations at the conferences:

(Purpose and description of task):
To support advocacy activities for researchers at the registered institutes along with the open access week (October 18 through 24, 2010).
(Execution plan for task):
1. Create and print out publicity material on the open access and institutional repositories for researchers and send them to the DRF registered institutes.
2. Dispatch lecturers to the events to be held by the registered institutes during the open access week. (Dispatch of about 2 lecturers is considered.)

Copyright management project (SCPJ Project 3) regarding the open access and self archiving
Lead institution : Univ. of Tsukuba
(Purpose and description of task):
In order to expand the content of the institutional repositories and provide the basic data of the academic information distribution in Japan, update the data of Society Copyright Policies in Japan database (SCPJ database) and expand its functions, share information and exchange opinions with related organizations and societies, enhance the understanding of the open access (OA), and support the discussion on OA policies at each society.
(Execution plan for task):
1. Hold briefing sessions for people from societies.
Hold reception parties for and exchange opinions with people from societies to find out the necessary items to develop SCPJ-Next (tentative name), then study research methods and make efforts to share the information on the OA policies of each society. Cooperation of SPARC Japan and other society-related organizations will be asked for these tasks.
2. Update the data and expand the functions of SCPJ database.
(1) Update of the data : Ask the institutes and societies which create repositories for cooperation in data update through university library associations. Conduct a periodical survey (once a year is planned) for the societies to ensure that the OA policies information is updated.
(2) Expansion of the functions : (i) Develop functions to control multiple accounts for the edit operation, (ii) improve the edit/input window and statistics display, (iii) create English guide pages, and (iv) discuss the possibility to cooperate with the societies, etc. In the process to expand the functions, incorporate the opinions of SPARC Japan, Research and Development Center for Scientific Information Resources, the institute to which “development of automatic document collection and registration workflow system,” one of the outsourced tasks by CSI, is outsourced, and other institutes which utilize SCPJ.

Development of human resources who take charge of institutional repositories

(Purpose and description of task):
Aiming at contributing to the development of institutional repositories at each institute in Japan as an ultimate goal, enhance the skill of those who take charge of domestic institutional repositories by maintaining institutional repositories and sharing information based on the open access policy. Execute the tasks explained in the next section in cooperation with representative institutes, cooperative institutes, various councils, and DRF (Digital Repository Federation), etc.
(Execution plan for task):
1. Hold a nationwide workshop (DRF 7). (Scheduled to be held at Library Fair & Forum on November 25.)
Dispatch lecturers and staff members for preparation and operation of the workshop.
2. Hold technical training. (Scheduled to be held twice.)
Technical training will be provided at Kagawa University on September 21 and 22, and another training will be provided during the latter half of the fiscal year 2010.
Dispatch lecturers and staff members for preparation and operation of the training.
3. Hold a technical workshop. (To be held at Karuizawa Seminar House from September 15 through 18.)
Hold a technical workshop to upgrade the skill of the lecturers through technical system training and return the achievements to the institutes which have been registered with DRF and those which have installed domestic IR.
4. Hold subject workshops (Planned to hold two workshops.)
Hold workshops on subjects specialized in specific academic fields.
5. Support for related domestic events, such as dispatch of lecturers. (About two events are expected)

(Purpose and description of task):
Aiming at contributing to the development of institutional repositories at each institute in Japan as an ultimate goal, enhance the skill of those who take charge of domestic institutional repositories by maintaining institutional repositories and sharing information based on the open access policy.
Execute the task explained in the next section in cooperation with representative institutes, cooperative institutes, various councils, and DRF (Digital Repository Federation), etc.

Support for establishment of an institutional repository community in Kinki region

(Purpose and description of task):
To establish a lively institutional repositories community which allows the members to call out each other freely in Kinki region, collect participants from institutes regardless of whether or not institutional repositories have been installed, and hold total 6 workshops consecutively (4 workshops by representative institutes, and 2 workshops by outsourced institutes) in cooperation with representative institutes and other institutional repository training projects, which are CSI outsourced tasks.
(Execution plan for task):
1. Provide training at Kobe City University of Foreign Studies on August 20, at Ryukoku University on September 24, and Osaka City University in January 2011.
2. Provide technical training on the institutional repository system at Osaka University on September 10.
3. Visit universities and other institutes in Kinki region to recommend them to open repositories or discuss problems and find the solutions. (6 to 7 times)
Participating institution : Nara Women's Univ.
(Purpose and description of task):
To establish a lively institutional repositories community which allows the members to call out each other freely in Kinki region, collect participants from institutes regardless of whether or not institutional repositories have been installed, and hold total 6 workshops consecutively (4 workshops by representative institutes, and 2 workshops by outsourced institutes) in cooperation with representative institutes and other institutional repository training projects, which are CSI outsourced tasks.
(Execution plan for task):
1. Provide training at Nara Women’s University in October and at Kobe City University of Foreign Studies in December.

Vitalization of institutional repository regional community (ShaRe2)
Lead institution : Hiroshima Univ.
(Purpose and description of task):
Hold regional workshops and on the job training (OJT) to discuss the measures to expand the institutional repositories to mid- and small-size institutes, for instance, through a regional sharing repository. Using the measures, foster the personnel who will be the center of the region and facilitate the independent community activities in each region with an aim to cooperate with academic institutes regardless of public and private, and expand the participants of the open access system. Execute the tasks explained in the next section through cooperation with cooperated institutes, various councils, and DRF, etc.
(Execution plan for task):
1. Hold regional workshops and training, provide support for them, and dispatch lecturers (6 times)
2. Provide On the Job Training (OJT).
3. Business meetings to discuss the operation of the system infrastructure provided by NII, etc.
